Impounded Animals

Impounded Animals

Pets may be impounded at the Regina Humane Society (Animal Services Centre) under the City of Regina Animal Bylaw 2009-44 or the Saskatchewan Animal Protection Act, 2018.

If you believe your pet has been impounded, please visit us at 4900 Parliament Avenue or call (306) 777-7700 as soon as possible

 

Hold Periods

Hold periods depend on the reason for impound:

City of Regina Municipal Bylaw Impounds:

Animals are held for a minimum of 72 hours (3 days) from the time of intake.

Provincial Animal Protection Act Impounds:

Animals seized under The Animal Protection Act are held for a minimum of 5 business days.

If an animal is not reclaimed within the applicable hold period, ownership may transfer to the Regina Humane Society. At that time, the animal may undergo health and behavioural assessment and be considered for adoption or other outcomes.

To reclaim an impounded animal, owners must:

  • Provide valid identification (including name, address, and date of birth)
  • Demonstrate ownership or entitlement to the animal. Proof of ownership may include recent, date-stamped pictures, recent veterinary bills, bills of sale, etc.
  • Pay all applicable fees and fines, including any additional costs incurred.

Fees may include:

City of Regina Bylaw Detainment Fee:

$50 for a first impound

$100 for second and subsequent impounds

Provincial Animal Protection Act Impound Fee:

$100

 

Additional costs payable at the time of reclaim may include:

  • Boarding or care fees, including medical treatment, where applicable
  • Fines under the City of Regina Animal Bylaws (e.g., running at large, failure to license, etc.)

 

Important Information

Owners are responsible for all applicable fees and fines at the time of reclaim. Animals will not be released until all requirements have been met.

Requirements and fees may be updated from time to time in accordance with bylaw or legislative changes. It is the responsibility of the pet owner to be aware of and compliant with all applicable municipal and provincial legislation in the applicable jurisdiction.

Acting on Behalf of an Individual

When obtaining custody of an animal on behalf of the known or registered owner, the representative must present personal identification as well as provide additional proof of such authority, namely, legal documentation, or written and/or verbal consent demonstrating that the individual is authorized to act on the owner’s behalf.

If owner fees and/or fines apply to a reclaim the person acting on behalf of the individual must either:

  • Pay the fees and/or fines themselves
  • Provide proof of required identification for the owner. Photocopies, faxes or pictures are sufficient as long as the appropriate information is provided for the required fees and/or fines.

Acting on behalf of a deceased person

If the individual is acting on behalf of a deceased person, in addition to personal identification, the individual will need one of the following documents:

  • A death certificate (issued by the applicable government Vital Statistics office)

 

 

Please note that all impounded animals leaving the RHS must be in a suitable carrier or be leashed for their safety.  Please bring the appropriate restraint for your pet when taking them home.  If you do not have one, inexpensive carriers and leashes are available for purchase at the shelter.
